Dear Participants, 

Reference is made to the circular on MyDebit OEM Mobile Wallet Enablement issued on 2 September 2024 [PN/PRODUCT/PDM/CIR/2024/0001] and 4 December 2024 [Product/PDM/CIR/2024/0001], respectively, as well asthe PayNet Engagement Forum, which was held on 29 November 2024. 

Pursuant to Clause 27 of Operational Procedures of MyDebit, the Acquirers are directed to undertake the necessary steps to ensure all POS terminals are enabled with MyDebit Original Equipment Manufacturer (OEM) Wallet acceptance by 31st May 2025. 

Required Action:
Achieve 100% POS terminals enablement: All Acquirers to ensure that all terminals are fully enabled and operational for MyDebit OEM Wallet acceptance by 31st May 2025 (“Directive”).

Consequences of Non-Compliance:
Failure to comply with this Directive shall incur a penalty, calculated based on the total number of terminals, of up to RM10 per terminal, on a daily basis, until full compliance is achieved.

Example Scenario:
An Acquirer that has deployed a total of 1,000 terminals but has enabled only 400 terminals as of 31st May 2025 shall be deemed as non-compliant with the Directive (having failed to achieve 100% terminal enablement by 31st May 2025). In this scenario, a penalty of up to RM10,000 per day (calculated as up to RM10 per terminal for 1,000 terminals) shall be imposed and continue to accrue daily until full compliance is achieved.
